Except you're wrong. Gould and Gilligan have countless times shown us that he is loyal to a fault to family, friends, and innocents. He's mostly been shown scamming people who in his estimation "deserve it". It certainly doesn't make him a nice guy, but we sure as hell have less proof that he would steal
