Gee, it never ceases to amaze me how backwards the US is with this stuff. In Oz dealers MUST guarantee title and provide a clear certificate with each sale. A car with a payout won’t have a clear certificate, it takes a few days to become clear after a payout, so you have to wait until it’s clear before delivery.
