That's not true. I've crafted 3-4 badges just from booster packs. Never traded or sold a card in my time on steam. I'm also pretty sure you don't HAVE to craft to get to 8. I'm 14 and alot of my xp was from the several years i've been with steam as well as owning over 300 games and other minor things like that.
