Based on my usage, neither app really uses or displays those codes for most sites I visit.  They just prompt you to verify access, so screenshots wouldn’t matter.

Seems more dangerous, for the car, to pull out of a spot going forward since the longer rear end of the car will risk clipping the car next to you if you turn too early....but it’s obviously safer for pedestrians, unless the car pulling forward is parked between two large vehicles and they can’t see past the longer

Ignoring cellular, is this even a viable solution with ISPs with data caps?

I had this issue last year with my 2nd grade son threatening his friends. Obviously, just a kid being a kid, but we (parents and teacher) had to explain to him in detail why he couldn’t do that and the school resource officer was kind enough to give him a good scare.

This is only going to waste taxpayer money and time (and not go anywhere), they should try to make a deal with him not to run for office in 2020 in exchange for just letting it go.
