Are you being intentionally dense here?  Payrolls are not the same between teams.  The “rich” teams have 150+ million dollar payrolls.

The Raiders certainly are part of the problem, but I think any reasonable person would say most of the blame lies on AB’s side at this time.  The Raiders have not handled this well at all.
