Oh, well there’s your first problem. Norway uses logic. America uses monetary incentive to get people to do the right thing. If there’s no money in it (and there isn’t), there’s no incentive. I applaud the way Norway handles many things, and if it weren’t so damn cold, I’d consider moving there.
