Then the answer is "Both." His team has to know how utterly stupid he is. It's their responsibility to protect him from himself, however difficult that task may be. All told, it's a master class in bumbling incompetence.

I grew up in the south and spent a lot of time around water as a kid. Moccasins were the only thing that really scared us. Their aggression is nothing to be trifled with. A friend survived being bitten while he was fishing in a pond. He was lucky as hell.
