Having watched that movie 100 times, I'm confident that it's not... he wears no tux in the movie. He does wear one hell of a nice white suit.
This reminds me of The Dark Knight Returns, where Batman (on a horse) is rallying the Mutants and the Sons of Batman to police the city during nuclear winter conditions...

There are plenty of politicos who might raised an eyebrow to Senator Patrick Leahy having a cameo in the Dark Knight... but I'd say it didn't detract from the scene at all, no matter your politics...
People seem to be forgetting that the announcement was that SELINA KYLE would be in the film. They specifically didn't actually say "Catwoman".
