Strange.. I’m from Guam. We’re a territory as well of course, and while not hispanic, are as “brown” as you can imagine. However any of our residents have never had a single problem moving to (or back from) any state freely. Heck I’ve lived in 3 states, and plan on moving back home eventually. It’s just free movement…
