Myself, I started with Tennant's second season (arguably the best of RTD's run), and yet I prefer Moffat's work. Yeah he's had bad stories, but so did RTD. Yeah he's pulled off Deus Ex Machina endings to his main series arcs, but so did RTD.

So Rassilon may not exactly be able to commit any new atrocities until this whole finding Gallifrey arc is finished, where he might turn up…
You do know the atoning war criminal schtick was made specifically for the revived series, and was never present in the classic series? Ultimately, Doctor Who is about a madman in a box taking his audience-surrogate companions through a spin around alien landscapes that look like Welsh quarries.
