Sure. To be the same, the team should lose the offender for the equivalent of 1 game in a 7 game series. The team shouldn’t be disqualified, and they should be allowed to substitute for the offender in the game(s) he misses.

Not sure about the others, just going by MCU with Bucky. If I remember Cap 2 right, they posited he survived the fall from the train in due to what they did to him in cap 1, and then they did more off screen to get him up to Cap-ish levels of super by Cap 2.
Bucky is similarly physically enhanced. They kinda yada yada it in Cap 2 with “Hyrda experimented on him,” but the jist is supposed to be that he’s of similar strength, agility, etc.
