As a photographer, the header photo isn’t terrible. It’s not great either. I’d say it’s generally.... fine, if a bit underexposed. He’s dumb, because more trees/green space in cities helps with the runoff problems that can crop up in big cities and also helps with the urban heat island effect.  I wouldn’t expect Herschel to understand any of that. lol
