A good rule of thumb is always try to do it in camera if you can. Not only that, but the exposure times a heavier ND filter allows would normally completely blow out the highlights making them impossible to recover, even in photoshop if you’re not using a filter.

Something else that will pump your photos up to the next level are graduated neutral density filters. They block light in a gradient, allowing for longer exposure times on dimly lit areas while keeping the sky from being blown out.
