I’m leaning towards her being the Doctor’s original form (sort of like a Doctor Zero) which would make the First Doctor her first regeneration, keeping the math straight, since I’m pretty sure the limit was 12 regenerations, which would actually mean 13 bodies (before the second set started).
Maybe she didn't think that 13 could be the Doctor, because she didn't have any regenerations at that time? Since it seems like one has to be given them?
