That’s not correct. Turbo performance at low rpm’s really depends on the turbo configuration and the engine tuning. Twin scrolls can make peak torque at really low RPM’s.

I disagree with their method for cleaning blood stains. Hydrogen Peroxide works best, assuming the fabric has sufficient color fastness.
