It shouldn't matter whether his console is set as his primary console. The real problem here is that it appears DRM is being used in some form or fashion to verify licenses and this should not happen on consoles that have the ability to go offline.

No bug should cause a game someone purchased and downloaded to not to be able to played, regardless of what the source of the problem is.
