Yeah, Business as Usual isn't a top tear episode but it does have its fun moments. The Third Man allusion is one of my favorite moments from the entire series.

I actually saw Business as Usual before I had seen The Third Man. The first time I saw The Third Man was in a theater a few years ago and when that scene happened it immediately hit me that the DS9 scene was a reference and I had to hold back a giant laugh.

Definitely read Andrew Robinson's A Stitch in Time if you are jonesing for more Garak. It is a excellent read.

The Weyoun/Dukat relationship is almost as good at the Bashir/O'Brien relationship. We just don't get to see as much of it as we see of Bashir and O'Brien.

I always assumed the bit about Garak's claustrophobia was added because Andrew Robinson is actually claustrophobic in real life. I had read that he almost didn't take the role of Garak because the makeup was too confining.
