I know, but I think in the MCU Hydra is using Loki's staff in a similar way. Wasn't there a mention of that here on io9 recently?
I suspect the shot with Loki's staff is part of the scene wherein they discover Quicksilver and Scarlet witch were made into Inhumans (since Marvel can't say "mutants") with the Tesseract-like staff.
