I think it was a smart move on the part of the show to make Frank a Dem because otherwise it would have looked way too much like the show had a political viewpoint and was commenting on Republicans. The show is obviously completely apolitical (funny maybe since it's also completely about politics) and this decision

Liked for the acknowledgment of Frank's intellegence which isn't talked about that much but is a huge part of my enjoyment of his character and in fact of the whole series.

That was mentioned in the review - and although not explicitly stated in the episode, I got the gist. He did it out of pure spite towards Sammi just to ruin her day.

I have been liking this season precisely because it has returned to the lighter tone and 'meandering,' 'slice of life' quality of the earlier seasons. S4, as the heaviest and most dramatic, was my least favorite. I like Shameless best as a twisted, and lovably Frank-centric, black comedy.
