Just want to mention, I don’t see any problem with taking a dog on a flight. The person probably checked United guidelines, which states dogs that size can be put under the seat. No it does not. It requires governments to be neutral - i.e. if the government wants to pass a law and enforce a law preventing Nazis from lynching pro-Israel speech givers, they also need to enforce the law protecting Nazis from being lynched while giving speeches.
