Definitely. But consider what would happen if the company loses a lot of money in a short amount of time. There would be mass lay-offs, severe crunch, payment cuts. The ones that would suffer the most are the average workers. Kotick and his cronies have a bazillion dollars and would weather the storm.
This would probably end up hurting the employees of the company way more than Kotick or any of the shareholders.
Maybe it is the situation “lets pour very little resources in the project and when it ultimately fail we can point to it and tell shareholders we should change directions”.

I also think Skyrim by itself is one of the most overrated games I’ve ever played. The story feels like it is diluted, quests are short and forgettable, the graphics and gameplay are not even that unique. Mods like the legacy of the dragonborn and others are the only reason that made me buy it.
