I can’t agree with it. An outdated design doc doesn’t make the idea of a design doc obsolete. And sticking to a design doc doesn’t stand for bad software development. All of it is related to the designer itself. A good designer creates an intuitive and dynamic design doc with certain rules supporting agile development
