Depending on where the crude is extracted, it may be more efficient to ship it out of country than to process/refine it inside US borders. Likewise, a refinery may have easier access to imported crude than domestic oil.

There are different grades of crude with different uses: heavy, light, sweet, sour. Some are better as fuels, some are better for use in industry/manufacturing. Some regions produce one type vs the other and need to import what they don’t produce.
