It’s not new.  If you bought a Model 3 last year you still have to put $2,500 down to convert the reservation into a hard order.  This isn’t a quarter-end tactic, it’s been around for a year.

Did you not read? It isn’t 2.5k more, that 2.5k is part of the total price. And confirmation of order usually means you get the car within 2 weeks.
