That’s not what they’re saying, though. What’s missing in this article is that WalMart is saying that if people have permits to legally conceal carry, they can continue to do that. Concealed carrying without a permit is illegal*, and WalMart would be pretty foolish to tell their customers to break the law.

Unrestricted concealed carry is only allowed in 14 states so, in most of America, if you want to conceal a weapon then you already need to be licensed. So the Walmart policy won’t be a momentous change. Unrestricted open carry laws are more common.

It’s probably some carefully crafted semantics to address the fact that they may have contracts in place from some suppliers for delivery of X amount of units in FY 2019-2020.
