Doug, I think you miss an important point. Common sense & logic say that what these guys do is self destructive and harms themselves & the thing they love. But they do it anyway, despite everything around them telling them not to.
It's worth noting that the slower than normal speed requirement means if you are the slowest vehicle on the road you need to be in the right-most lane. It does NOT mean only the fastest vehicles occupy the left-most lane.

When I worked in construction, we had some work trucks with manuals. That sucked. Different people always drove them, and you know a ton of those guys never picked up the finer points of manuals, and by that I mean the very basics.
