There's a hwy exchange where most cars exit, but they don't want to wait in line, so they get in the left lane to zip past everyone & merge into the exit at the last moment. The problem is merging into a lane that is moving slowly requires them to go equally slowly…
Because that requires there be sufficient capacity of the road to leave an entire lane empty, which in most areas is simply not possible.
