Not everyone lives inside of a major metro area with bus service. For many people a car is not a luxury, it is a necessity.

9% of the country is unemployed. For those that have a hard time grasping that, that's somewhere around 30 MILLION PEOPLE.

If CA wants to attract business and manufacturing they need to give businesses a reason to move in. California is one of the most business-hostile states in the USA with all the taxes and regulations that have to be met. It's simply not worth the effort for much of them.
