I stand corrected, I had thought it had required the mother specifically to be a U.S. citizen. In retrospect, I think I incorrectly assumed that because of Cruz’s citizenship being tied to his mother and it not mattering if Obama had actually been born in Kenya (he wasn’t) because his mother was a citizen.

Cruz could run because his mom was a U.S. citizen even though he was born in Canada. In Sen. Duckworth’s case, it is her father who was the citizen (her mother is Thai-Chinese), and unless she was born on the base (i.e. U.S. soil), unfortunately her mother not being a U.S. citizen precludes her from the presidency.
