Yep, more or less. In wide open throttle (only) situations, the computer manipulates fueling and spark to maintain a target RPM (and even better, remain in boost for a turbo car).

GM has had this for well over a decade. In my old Cobalt SS/TC, it meant you can keep your right foot buried; clutch in, shift, clutch out. You never go off-throttle. Worked flawlessly and made for some great sounds.
