I agree. I think of it a bit like handing condoms out to teens. Which maybe isn't a perfect comparison, but the larger point is that both fall into the "If you're going to do it, at least reduce the risks as much as possible" category.

You're totally right, problem is they are very cheap glass that cracks easily at high temperatures. Folks will continue using them in spite of small cracks, which can cut their lips open and increase the risk of disease transmission The pipes being distributed are Pyrex and can withstand very high temps.

People can criticize this all they want, but it is a form of harm reduction. Reality is that these drug addicts will continue smoking crack whether or not this machine exists.
