A couple of things there
A) Yes traffic can be pretty bad at time and quite similar to the scene above
B) NO that's actually a political rally
C) A busy intersection/junction hasn't stopped anyone before, especially in smaller cities to hold their political rallies there

Please do not start bringing grooved tires into the mix then you have to look at the lesser down force etc etc with today's cars.
Also the race pace with today's car is gonna be different because
A) there is no refueling B) they have a fuel flow limit which prevents them from going all out in the race
