The additional rules let the community better use the resource. Residents need overnight and weekend parking. Businesses and residents need short term parking for customers and visitors. Commuters need uninterrupted traffic flow.

Ticket revenue brings in far less money in LA than is lost from lost productivity/shopping time due to traffic nightmares. Anything the city can do to improve traffic flow is going to be a net win for both drivers and the city.
