The degree of racism varies by ID law. On the obvious end you have places like Texas which restricted acceptable IDs to those that proportionally favored white voters (i.e drivers licenses, passports and concealed carry permits) while explicitly excluding the kinds of IDs more likely held by minority voters.

They are less likely to have the kind of ID those laws require. As many, especially in urban areas don’t necessarily have cars or drive. Voter ID laws usually exclude things like public assistance ID’s.
