I think we are in general agreement on this, given one of your other replies. I’ve always thought it was weird we would pay, via tax, to ensure we aren’t poisoned by something someone else really wants to sell us. Especially something many of us are forced to buy. It punishes the potential victim, not the party that would theoretically be committing the evil.
