BTW, the article says the ticket is 25 bucks, but that most likely doesn't account for administration fees, court fees, etc. In CA, when they first enacted the hands free law, the first offense was like, $30 or something like that, but after fees, it ended up being around $75-100.

You don't have full 1st amendment rights in school... Hence, punishments such as detention for not being quiet in class, expulsion for swearing at a teacher, etc.
