Haven’t gotten around to watching Rebels, but most of these characters are technically not Jedi.

I think it sorts of fits into the strengths of the show. It can get bigger in scope in terms of characters introduced but they all have their own priorities. In a big universe, there doesn’t have to be a “chosen one” or a macguffin that everyone is focused on, there can be room for multiple plots with large stakes.
