All tail lights have built in reflectors. That image up top is incorrect. Your light would illuminate anyone's rear lights if their running lights were off.

One simple solution is to have headlights automatically turn on by default. Drivers will have to turn this feature off. This is a feature on most cars now. Why not make this the default now?
