I think it’s too big a risk. If he does it and the SCOTUS says “no,” then he’s screwed. Pence is the safer route, though the Orange Mass of Insecurity would have trouble letting someone else be his savior. 

As long as the military sits on the sidelines, you don’t really need them. 

Nixon was pardoned before being charged, so I assume it can be for crimes not yet charged.

I think the POTATUS will use the 25th Amendment to pass powers temporarily to Pence who then pardons him & he takes the powers back. That way he gets a pardon without having to resign or face the likelihood of a court fight on a self-pardon.
