The driver of the racing sedan panicked and held down the gas, plowing through one car, bouncing off another, and hitting the rear corner of the van while heading back left. It spun sideways, and the sedan (still on the gas) got under it and pushed it over.

Right, you can't see the pedestrian walk signal. It's possible they had the go-ahead from the walk signal and the officer made one of those "left turn on green" (not green arrow), which could've conflicted with the walk signal as I've seen plenty of times before.

Was the guy crossing against the light? We can't see the walk signal, but the light for the street he was crossing was red.
