of course it is because it transfers the cost to the car which really means the consumer. It’s a form of fixing the issue with taxpayer’s money without them actually bitching about a new tax.

I think everyone needs to take a chill pill. This rule pretty much prohibits vehicles that don’t meet EPA on highway standards from running. If you have a catalytic converter, and meet the standards nobody will care.
