I also live in Portland! Crazy diets abound, which is REALLY a shame given how much amazing, delicious, relatively inexpensive food there is to be had here.
I would argue that a lot of the U.S. has a food culture. Portland, New Orleans, and New York being key examples (also San Fran, L.A. and Chicago, to some extent).

That price point is tough for real quality that will last. I have a ton of stuff from H&M and Target - for a slightly elevated price point but highly elevated quality I go to Nordstrom Rack and Saks Off Fifth (note: the latter can get REALLY expensive).
My friend who interned on Wall St last summer was not paid. All my internships have been paid, though - unless you are Wall St, unpaid accounting/finance internships are unheard of.
