Because Apple is using a satellite and your local police department is not. If you call, dispatch will get the location of the cell phone tower that your call's coming from. Like I mentioned in my comment, the cell tower closest to my house is 5 miles away.

Why not? Maybe you're that special type. You'll never know if you don't at least send in the application. Where I was working, the training takes ~1 year for you to be able to answer calls yourself, so it's not like you're ever left to your own devices, either.
