In the city I was working, an 08 call from a cell phone routed to 911 dispatch (I still don't know why), and you wouldn't believe the number of people who butt-dialed multiple times. The only thing they can do is try to call back and see what's happening.

Because Apple is using a satellite and your local police department is not. If you call, dispatch will get the location of the cell phone tower that your call's coming from. Like I mentioned in my comment, the cell tower closest to my house is 5 miles away.

911 dispatch has no way of accessing that information.

If the power goes out, land lines will use emergency power and you can make a call on your home phone. You only have til your battery runs out to text if you have no way of recharging. (Assuming that's even true; I don't know that it is.)
