Technically, yes, he could and very well might, but that doesn’t necessarily mean he fits the greater role Steve had in the MCU. Yeah, he could be Captain America, but he isn’t necessarily the source of a sense of innocence and moral compass compared to his fellow Avengers like Peter could be.
