I mean, he really didn’t. Saying a character is unimportant is a matter of opinion, and has nothing to do with the plot at all. There are actual things coming that could have been mentioned and discussed, Billy’s inconsequence to the season as a whole is not one of them.

Unless they do something in season 3 to justify him, Billy was the most useless character the entire season. You could cut him out and almost nothing would be changed.
