They are comics. Each volume consists of several "comic" issues binded together in either hardback or paperback form. I believe these are paperback. If you are not really a comic book guy you may not enjoy it as these are just more comics crammed into a volume paperback.

1.) Others could not use those books so that's why you got fined. In some cases it actually costs them money to order another copy or have a similar resource to replace the one you temporarily lost. Most of the time it never gets replaced.

I'm going to have to agree with your teachers. However these days people have the "option" to use online article databases and Citation Machine. These are super convenient and everybody should know learn how to use them. Best of all, you can (sometimes) find these free at your local library.
