The original cars with the bad switches were sold through 2007. Starting in 2008 the cars all had new switches. Problem is that the 2008-2011 they could have had a faulty switch installed during a service visit so in an abundance of caution they recalled all of the 2008-2011 vehicles as well.
they figure that once the cars can drive themselves people wont need licenses and that 17 month backlog will disappear.
