Eh, trying to regulate war is kind of crazy. It actually makes sense to target the noncombatants anyway, if you strike at the enemy’s heartland, it shows the enemy civilians that their government cannot protect them, plus they are easy targets. The fact that what he did is illegal is insane. If someone donates money to you, you should be able to use it however you want. If you donate money to a candidate who uses it for non campaign related purposes, well, you picked wrong, let the buyer beware.
