Although it would seem like an unfortunate error, it _would_ explain why it was so hard for the ACME Detective Agency to track down Carmen Sandiego. It would also be a great plot twist to some really bad "Carmen Sandiego" fanfic and/or "Mission Impossible"-style reboot.
Point of information: In the Jackie Chan sketch, Sasheer Zamata appeared to be playing the role of The Chief as depicted by the late, great Lynne Thigpen in the public television series "Where in the World is Carmen Sandiego?"

The films were already digitally scanned as part of the production of the special editions. If they cleaned it up before "enhancing" it, I would think it would be a simple matter to release _that_ on Blu-Ray.
I don't think the orientation of the swoosh on the right shoulder is a mistake, although it initially looked confusing to me. It's a design choice to have the curve of the swoosh be in the direction of the forward movement.

IIRC, they mentioned during one of the DVD commentaries (maybe for this episode), that one of the early plans for the show was to remix the theme song every episode. The idea was set aside (I think for being too difficult), but the handful of remixes that did make the air were a result of that.
I've had no problems on my Roku (aside from Comcast bandwidth problems at night). That said, the rewind and fast forward function is a little odd and doesn't always work.

It sounds like you may have gotten the studio feed, sans commercials. I haven't seen it directly, but the practice you describe is what SNL has done for years but regular viewers don't see it because either the network or the local affiliate drops in commercials.
