The play and charge kit lets you charge the batteries while it is playing, hence play and charge. The controller itself will still be able to be plugged in via Micro-USB. When it's plugged in, it stops the batteries from being used (doesn't charge it of course) and function like a wired controller does.

My Wii Motion Plus controller didn't come with rechargeable batteries... The Xbox One controllers can be plugged up with an included Micro-USB cable. That makes it a wired controller, completely stopping battery use. It's a really nice feature, one that was on the PS3 mind you, but something I will still love.
